I bought ESO in a back from Steam. However None of the DLC are available in the game. You can only play the starter pack. You can’t enter to Morrowind, Summerset, Elsweyr, Greymoor nor Blackwood. The game crashes when you try to enter one. Scroll refuse

I enjoyed this one, I found most of the side stories to be interesting and engaging, it was a shame that the final dragon was held off for a separate DLC, but the overall amount of enjoyable content was good.
I wouldn't buy this outside of the collection
