People give this program a lot of flack, however, i find it just ok over all.
I find that editing existing tiles sets really easy, original tends to be a pain.
I would only recommend this tool if you, A: are patient, B: have never worked with a tile set

Do NOT USE THIS if you just want tileset edit, there's no layering support, so is painful to use. I'd rather get GIMP.
I only liked about its tilesets.
