Good news! I found a round-about way to get to this work in the game! You have to add it in manual because for whatever reason, it doesn't simply install it in the game. Perhaps to let you pick and choose what you want in the dlc? Anyway, here's the steps

Para achar esse monte de sprites e tudo o mais, é só abrir o RPG Maker e apertar F10, para entrar no Gerenciador de Recursos. Depois é só clicar no botão DLC, e vc vai ver a pasta (pelo Explorer), com todas as contribuições da galera da comunidade.

Perfecto, para instalarlo hay que abrir el administrador de recursos e ir a Steam/SteamApps/Common/RPGMakerVXAce/dlc/Community_PCK/ e importarlos manualmente, espero sirva para los despistados =)
