The game is basically a shooting simulator with arcade elements. you need to pass some preliminary mini games and challenges, some of which are standard but some of them are unique. Then you’re free to proceed to the exam part which holds new mini games

Game is clearly not finished. My guess is abandoned and out of early access.
There are menu options that don't take you anywhere (like "main game" and "tutorial"). All we get is a shooting range.
