I am enjoying this game because of how the resource system adds a methodical pace to the game, while the ship combat retains a decisive-battle focus. I think this design makes it fairly good at modeling the US civil war's naval theater.

A hard no I'm afraid.
The ship handling is bizarre (they turn almost on the spot for no reason) and the AI seems confused by even basic orders, struggling with formation orders, rivers and even bringing broadsides toward a target.
