TLDR: Inferior to Shank 1 in basically every way.
Story: Shank, the protagonist, ends up kinda helping a rebel group on his way to same his foster home caretaker. At least that's what I got. Cuz' honestly there isn't much here.

I wondered why the reputation of Shank 1 and 2 were weird. Now that I have played both, in one day, I understand it now. Shank 1 is just the better game. It's just plain more fun. The changes that came with this sequel made the game worse somehow.
